The purpose of the Local Hazard Mitigation Plan (LHMP) is to identify actions that will help reduce or eliminate the loss of life and property from the impact of hazards in the community. While LHMPs are not required, the South Orange County Community College District (SOCCCD) must have an approved LHMP to receive federal Hazard Mitigation Assistance grants from the Federal Emergency Management Agency (FEMA).

To develop SOCCCD’s current LHMP, a task force was assembled under the Business Continuity and Planning Committee (BCPC). The task force was comprised of internal stakeholders such as students, faculty, and staff, as well as representatives from local municipalities, utility companies, OC Fire Authority, and OC Sheriff Department. The public was also invited to meetings to learn about efforts to develop the LHMP and provide feedback on local concerns. The LHMP was reviewed by the Governor’s Office of Emergency Services (CalOES) before submission to FEMA for final approval.

Contents of the LHMP include documentation of the planning process used to create/update the LHMP; documentation of current mitigation capabilities; identification of community hazards and their impacts on the District; and, the identification of potential projects and/or actions to mitigate the impacts. SOCCCD must maintain and update the LHMP every five (5) years.
