The district is divided into seven areas and board members must reside in the area that they represent. Trustee terms are staggered, with elections held every two years in conjunction with the general election. Below are the seven district areas approved by the board in March 2022.

Creating New Trustee Area Maps

Prior to 2022, the election structure for the South Orange County Community College District (SOCCCD) Board of Trustees required that each trustee reside in one of the seven trustee areas, with each trustee representing one area. However, each trustee ran at-large, seeking votes from residents throughout SOCCCD and was not limited to the trustee area where they resided.

Starting in 2022, the election structure was modified during the redistricting process to meet the standards of the California Voting Rights Act (CVRA) of 2001. The CVRA gave more robust legal backing to minority groups in California who have expressed that “at-large” elections have diluted their voting rights. After the trustee areas were redrawn in 2022, based on the 2020 census data, trustees must be elected by a majority of votes cast by constituents living in the area that the trustee lives in.

Feb. 3, 2022, Special Board Meeting Agenda

At this meeting, the trustees voted on different map plans, including a new Plan 4 map. The Trustees agree to a final revision to the Plan 3 map.
