Dr. Cindy Vyskocil is the vice chancellor of human resources at South Orange County Community College District (SOCCCD), where she serves as the district’s chief human resources officer and negotiator and oversees all aspects of labor relations and employment services. With 23 years of service in the public sector, including 17 years in community college administration, Dr. Vyskocil is well-known for her experienced human resources leadership at both multi-college and single-college districts.
Before joining SOCCCD, Dr. Vyskocil was the vice chancellor of human resources at Coast Community College District, associate vice president of human resources at Long Beach Community College District, and director of equity and diversity at North Orange County Community College District, respectively. She began her career serving in the Orange County Superior Court system as the manager of traffic and minor offenses before transitioning into higher education administration.
Dr. Vyskocil served two years as the chair of the Equal Employment Diversity and Equity Consortium for the southern region and was a recipient of the California Association for Postsecondary Education and Disability Administrator of the Year Award. She currently serves as the chair of the Human Resources Committee for the Statewide Association of Community Colleges.
Dr. Vyskocil holds a Doctorate in Educational Administration from the University of California, Irvine; a Master’s in Public Administration from California State University, Fullerton; and two bachelor’s degrees – one in Justice Studies and one in Telecommunications – from Arizona State University.

Kim Widdes joined the South Orange County Community College District in 2018 as the executive director of human resources and employer/employee relations. She is responsible for developing district wide policies, practices, procedures, and strategies for sound employee and labor relations that are compliant with federal and state nondiscrimination and equal opportunity statutes and regulations. Kim is an accomplished professional with over 30 years of human resources and executive level administrative experience in both the public and private sectors. Before joining SOCCCD, Kim worked at Grossmont-Cuyamaca Community College District for 14 years, most recently as the director of employee and labor relations. Kim holds an Associate of Arts degree from Goldey-Beacom College in Wilmington, Delaware, and is a member of the Association of Chief Human Resource Officers (ACHRO). She holds certifications in EEO Compliance and ADA and Accommodations.

Ettie Graham, Director, Human Resources, Employer/Employee Relations and Compliance, joined the District in 2002. She is responsible for developing and coordinating recruitment and retention of faculty and staff, employee diversity programs, and sexual harassment and discrimination prevention programs. Formerly the Human Resources Manager of the Pacific Southwest Region for the accounting and professional services firm of Deloitte & Touche, LLP, she was responsible for all aspects of human resources, including project management, employee relations, training, organizational development, benefits, and payroll. Ettie earned a B.A. in Social and Behavioral Sciences from California State University, Long Beach and a M.S. in Human Resources Management from Chapman University in Orange.

Diane Bangs joined the South Orange County Community College District in 2018 as the Director of Recruitment and Employment Services. She is responsible for implementing district-wide policies, practices, procedures and strategies for the activities and operations of recruitment and employment services. Diane has over 18 years-experience working in the California Community College system, most recently with the Long Beach Community College District. There, she was responsible for developing and coordinating the recruitment and retention of faculty and staff.
Diane served two years as the co-president of the Equal Employment Diversity and Equity Consortium for the southern region, is a member of the Association of Chief Human Resource Officers (ACHRO) and was a recipient of the John & Suanne Roueche Excellence Award for outstanding contributions and leadership by community college faculty and staff. Diane earned a B.A. in Psychology and a M.A. in Public Administration from California State University, Long Beach.
James Laurie, Associate Director, Applications Delivery, joined the District in 2004. He is responsible for all information systems support of personnel records, recruiting, reporting and analysis within Human Resources. He is currently leading the effort to migrate the legacy human resources system to state of the art systems. Jim has over 25 years of experience within high-technology and Fortune 500 companies in the areas of technology architecture and large-scale enterprise resource planning software implementations. He graduated Cum Laude from the University of California, Irvine with a B.S. in Psychology.
Cindy Barron joined the South Orange County Community College District in 2018 as the ADA compliance and leave administration manager. She is responsible for supporting employees in the disability interactive process, where reasonable accommodations are provided to support employees in safely performing the essential functions of their position. Cindy is also responsible for developing and implementing a comprehensive district leave program, and managing and supporting employees who are on a leave of absence. Cindy formerly served as the human resources compliance and equity specialist at Coast Community College District. Cindy earned a Bachelor of Arts degree in business administration with an emphasis in marketing from California State University, Fullerton, and has worked in K-12 and higher education for more than 11 years.
Karen Dubert joined the District in 2018. As the District Director of Employee Relations and Title IX Compliance, she is responsible for facilitating resolutions to employee/employer relations issues, investigations involving employee behaviors, and work performance environment concerns. She also serves as the District Coordinator for Title IX Compliance. Karen is the on-site District HR management representative overseeing employee/employer relations issues at Irvine Valley College.
Karen formerly served as the complaint resolution manager and deputy Title IX coordinator for California State University, Northridge and California State Polytechnic University, Pomona. She earned a Bachelor of Arts degree in international relations from the University of California, Irvine, and a Juris Doctor degree from Pepperdine School of Law.
