Ann-Marie Gabel, CPA
Ann-Marie Gabel is the vice chancellor of business services at South Orange County Community College District (SOCCCD), where she oversees all district business departments including fiscal services, accounting, payroll, facilities planning and purchasing, and warehouse and mailroom services. She provides leadership for all partnership negotiations related to the Advanced Technology and Education Park, and chairs the district’s committees responsible for developing procedures for the allocation of general fund resources and reviewing board policies and administrative regulations.
Previously, Ms. Gabel was the executive vice president of finance, facilities, and technology services at Long Beach City College (LBCC), where she started in 2007 as the vice president of administrative services. During her tenure at LBCC she also held the positions of interim vice president of student support services and acting superintendent-president. Previously, she worked in the fiscal departments at Rancho Santiago Community College District and North Orange County Community College District. Ms. Gabel, a certified public accountant, started her career as an auditor with Vicenti, Lloyd & Stutzman, LLP (currently known as Clifton Larsen Allen), where she worked with several community colleges and K-12 districts.
Ms. Gabel is active in several state organizations in support of community colleges. In 2018, she was appointed by Governor Brown to the Student Centered Funding Formula (SCFF) Oversight Committee. She is the president of the Statewide Association of Community Colleges (SWACC), a joint powers authority which is responsible for property and liability insurance. Ms. Gabel is the past president for the Association of Chief Business Officials (ACBO), and is the chair of that organization’s Facilities Advisory Committee. She is also co-chair of the state chancellor’s Advisory Workgroup on Fiscal Affairs.
Ms. Gabel earned a bachelor’s degree in business administration from California State University, Fullerton, and a master’s degree in educational management from the University of LaVerne.

Kim joined the South Orange County Community College District in 2012 as the Executive Director of Fiscal Services/Comptroller where she oversees accounting, payroll, risk management and benefits departments. She serves on the State Fiscal Standards and Accountability Committee representing Southern California multi-college districts. She also serves on two Redevelopment Authority Successor Agency oversight boards. She chairs the District’s Retirement Board of Authority which oversees the retiree health benefit trust.
Previously, Kim worked at Merced College as the foundation accountant and was ultimately promoted to the fiscal director. In 2000, Kim moved to southern California after accepting the position of Administrative Director of Fiscal Affairs for the Coast Community College District where she managed payroll, accounting, and purchasing.
Kim holds a Bachelor of Science degree in Accounting from the University of Utah.

Medhanie Ephrem, Executive Director, Facilities Planning, has been with South Orange County Community College District (SOCCCD) since 2018. He is responsible for the facilities planning programs of the District, including development of both the District's 5-Year Construction Plan and Advanced Technology Educational Park (ATEP). Medhanie oversees planning and administration of all new construction projects at SOCCCD. He also provides strategic support to the Vice Chancellor. Medhanie has over 22 years experience in higher education facilities and construction management. Most recently serving as Director of ATEP Development at SOCCCD and Director of Facilities at Long Beach Community College District (LBCCD).
Medhanie also serves on a couple of state-wide committees. They include, the California Community Colleges Investor Owned Utility management team (CCC/IOU) and the FUSION Steering Committee. The CCC/IOU team develops and implements a permanent framework for a sustainable, long-term and comprehensive energy management program at the 116 campuses served by California’s four large IOUs. The FUSION Steering Committee advises the California Community College Chancellor’s Office and the Foundation for CCC’s on FUSION matters and oversee the upgrades.

Priya Jerome joined the South Orange Community College District in 2018 as the Executive Director of Procurement, Central Services and Risk Management, overseeing the district’s purchasing, contracting, central services, and risk management programs. She has over 18 years of private and public sector experience in managing and administering complex supply chain activities globally. In the past eight years, Priya worked at Southwestern Community College District as the Director of Procurement, Central Services and Risk Management, where she implemented several procurement and contracting systems, drove lean processes, and focused on fostering a customer centered service culture. Priya holds a Master of Business Administration degree from Queensland Institute of Technology, Brisbane, Australia.

Priya Jerome, Executive Director, Procurement, Central Services, and Risk Management
Richard Kudlik joined the South Orange County Community College District in 2017 as the District’s first internal auditor responsible for fraud prevention, risk assessment, internal control reviews, and coordination of external audits. Richard has over 22 years of combined private and public sector experience, with 15 years of that experience in community colleges managing fiscal services and internal audit departments. He previously served as the manager of fiscal services at Rancho Santiago Community College, and director of internal audit at the Coast Community College District. He has previously served on the Board of Directors of the Community College Internal Auditors and is a Past President of that organization.
Richard holds a bachelor’s degree in economics from the University of California, Irvine and a master’s degree in accounting from the University of Southern California. He has also maintained an active Certified Public Accountant (CPA) license since 2001.
